In Citizen Zero gamers will play as prisoners who have broken free of their behavioral inhibitor chips and become free agents in a world full of prisoners - known within the game as "Zeros". Players will have to traverse the game's varied locales which include dangerous back streets, ancient ruins, a smuggler's haven, and wilderness areas as they attempt shooter-style missions either solo or as part of a team.
The game will support clan play and offer high-level missions and battles, upgradeable clan HQ buildings, and the availability to establish alliances with the game's five NPC factions, which include battle-hardened marines and a streetwise syndicate.
